Statement of the International Indigenous Peoples Forum on Climate Change during the opening session of Subsidiary Body for Scientific and Technological Advice (SBSTA)

We would like to express our strong support to Parties and urge them to commit to greater ambition than currently indicated in the already submitted NDCs. The cumulative temperature rise within the current commitments will not suffice to reduce temperature rise to way below the 2 degrees Celsius envisioned by the Paris Agreement. The demonstration of greater ambition is critical for mitigating the adverse impacts of climate change and achieving our desired temperature rise of 1.5 or below degrees Celsius that is imperative for the continued survival and development of all, including those living in small islands states and Indigenous Peoples.

Parties should ensure that under the Green Climate Fund framework, Indigenous Peoples should have direct access to all funds including the GCF including fully and effectively participating in the GCF Readiness programs at country level for the development and implementation of programs in their territories. Indigenous Peoples should also be effectively involved in the Strategic Plan development process of the GCF with a clear Indigenous Peoples policy.

Parties also need to acknowledge the growing expertise in communities as demonstrated by the Community-based Monitoring and Information Systems as a tool or framework to be applied in their territories when projects are being implemented and also as a component of the national Forest Management Information System in their countries.  

The desired framework for Results-based Payments especially in regards to the mitigation strategy of reducing emission on forest reduction and deforestation should re-emphasize the assurance of safeguards application and recognition of non-carbon benefits.

It is necessary for agencies of cooperation including the proposed committees of implementation to include Indigenous Peoples and their experts as fundamental actors at all levels in actions and programs relevant to the implementation of the Paris Agreement.
